Very simple to do these are.

First create your grate choosing the grate texture of your choice, one's that start with { are the on'es we're after)
Next choose your entity, if you want the grate to be breakable use a func_breakable, if not tie it to a func_wall.

Now to make the blue parts of the texture see-through, go to the propities of your grate (Alt+Enter) and find "Render Mode" Set this to "Solid"

Next locate "Render Amount" in the grate properties and set this to "1". That's it.

Now you have a grate that has see through bits, simple eh?
